Riigikogu

At the end of August, the Riigikogu will elect the new President of the Republic. In case the Riigikogu fails to elect the President, the President will be elected by the electoral body. The President of the Republic is elected for a term of five years.

Extraordinary session of the Riigikogu for the election of the President of the Republic will be held on 30 August 2021.

Registration of candidates

Presentation of presidential candidates for registration begins four days before the election, or on Thursday, 26 August at 9 a.m. The right to nominate a candidate rests with not less than one-fifth of the membership of the Riigikogu, or 21 members of the Riigikogu. A member of the Riigikogu may nominate only one candidate.

Presentation of candidates for registration ends on Saturday, 28 August at 6 p.m.

On Sunday, 29 August, the dated and signed autographic consent of the candidate to run as a candidate for President of the Republic, and the confirmation that he or she meets the requirements provided by law will be submitted to the National Electoral Committee.

Rounds of voting in the Riigikogu

The President of the Republic is elected by secret ballot, where each member of the Riigikogu has one vote. The candidate who receives the votes of a two-thirds majority of the membership or at least 68 members of the Riigikogu will be considered elected.

The candidate has to have the support of at least 68 members of the Riigikogu.

The first round of voting in the Riigikogu will be held on Monday, 30 August at 1 p.m. If no candidate receives the required majority, the second round of voting will be held on the next day.

For the second round of voting on Tuesday, 31 August at noon, a new nomination, presentation for registration and registration of candidates will be held. If no candidate receives at least 68 votes in the second round, a third round of voting will be held on the same day.

For the third round of voting on Tuesday, 31 August at 4 p.m., the names of the two candidates who received the greatest number of votes in the second round will be entered on the ballot paper. The candidate in favour of whom at least 68 members of the Riigikogu vote will be considered elected.

If none of the candidates receives the required majority of votes in the third round of voting, the President of the Riigikogu will convene the electoral body for the election of the President of the Republic not later than on the day following the third round of voting in the Riigikogu. The electoral body will convene to elect the President of the Republic within one month after the third round of voting in the Riigikogu.

Electoral body

The electoral body is formed of the members of the Riigikogu (who number 101), and representatives of the local government councils (107). The number of local government council representatives is determined on the basis of the existing administrative division and the number of citizens with the right to vote registered in rural municipalities or cities. The total number of members of the electoral body is 208.

The right to nominate a presidential candidate rests with not less than 21 members of the electoral body. A member of the electoral body may nominate only one candidate.

For the first round of voting in the electoral body, the names of the candidates who participated in the third round of voting in the Riigikogu, and the candidates who are registered for the first round of voting in the electoral body will be entered on the ballot paper. The candidate who receives the votes of the majority of the members of the electoral body participating in the voting is considered elected.

If no candidate receives the required majority, a second round of voting is held on the same day.

For the second round of voting, the names of the two candidates who received the greatest number of votes in the first round will be entered on the ballot paper. The candidate who receives the votes of the majority of the members of the electoral body participating in the voting is considered elected.

If no candidate receives the required majority, an extraordinary election of the President of the Republic by the Riigikogu will be held within fourteen days.

Assumption of office

The fifth President of the Republic of Estonia after restoration of independence will probably assume office on 11 October 2021. The President will assume office by swearing the oath of office to the people of Estonia before the Riigikogu:

“In assuming the office of President of the Republic, I (given name and surname), solemnly swear to steadfastly defend the Constitution and the laws of the Republic of Estonia, to exercise the power entrusted to me in a just and impartial manner, and to faithfully perform my duties with all of my abilities and to the best of my understanding, for the benefit of the people of Estonia and the Republic of Estonia.”
