Global Forces

The purpose of the foresight project that analyses the changes of global forces and their influence is to show the impact of global developments on Estonia and to create alternative development scenarios, focusing on the effects on Estonia. Aspects of technological competition as well as ownership and mobility of data play an increasing role in the possible reconfiguration of forces. Energy is important, as a transition to low emission energy resources will significantly reshape the current division into an energy exporting and importing countries.

Impact of COVID-19

The purpose of the study is to provide a quick assessment of the current events and impending changes. The research focuses mostly on identifying the economic impact and future outlooks, including the possible changes in Estonia’s economic structure and competitive position compared to other countries.

Future Health Care

Research into future health care approaches health care from the consumer-oriented point of view, asking which political choices in health care would completely change the results for the consumers. Which alternative futures could take shape for the general public, and what would these mean for the accessibility of services, quality, or financing from the point of view of an individual? The research starts with individuals, spanning out to also include the impact of different scenarios on the system level.

Shipping and Maritime Economy

The international shipping and maritime economy foresight project is connected to the amendments package that will enter into force soon and will attract more ships under the Estonian flag. Mapping the development trends in international shipping and analysing their interaction will give us a new angle on the competitive position and advantages of Estonia as an attractive flag state.


Future of Mobility

The research into the future of mobility studies the trends and key factors in human mobility and their possible impact, also highlighting the political choices that go hand in hand with different development trends. One of the questions asked by the study is whether daily commutes will continue to lengthen, or whether the change of generations or changes in the nature of work will take us down a different path, and whether a new transport model must take into account a more localised lifestyle.

Future-proof Tax Structure

The study of future-proof tax structure first tries to show what happens to the revenues and expenses of the state if we ourselves do not change anything, but the world around us changes. After that, it is planned to find the solutions that are possible in this changing world, and to propose choices for changes in the tax system for the next 15 years.

Future of Long-term Care

The project on the future of long-term care studies various possibilities in supporting the quality of life of people who need assistance over longer periods. The study maps the current state of the need for assistance, creates future scenarios of the need for assistance, analyses the options in the provision of care and discusses advantages and disadvantages of financing schemes that can cover the costs.

Future of Higher Education

The research into the future of higher education studies the possible changes on the horizon for higher education around the world and in Estonia, as well as their consequences for the economy, the higher education institutions, and the individuals. The analysis also considers how the financing principles of higher education should change, considering the different possible development trends of higher education.


Values as Human Resource

The human resources research path focuses on the “broad approach” of assessing the quality of human resources, that is, the attitudes, values, and well-being of the people. It is a meta-analysis where developments are interrelated to the scenarios that have already been created or are being created.

Future Well-Being of the Elderly

The foresight project analysing the financial well-being of the future elderly brings together the existing studies and, as a result, the scenarios for funding old age will be developed. Besides that, significant developments and decision points, and their impact, will also be discussed.

Future of Regional Economy in Estonia

The central objective of the regional economy research path is to identify the regional economic development scenarios in Estonia. The end result of the research will be alternative scenarios in the perspective of 2035.



The Foresight Centre is suggesting five scenarios for governance and e-Estonia to broaden public the debate and identify important decision making opportunities when directing the future of Estonia. The scenarios highlight the pros and cons of different choices and focus on the crucial dilemmas.


The decreasing growth rate of productivity has been noticed in the USA and several Western European countries ever since the 1960’s, but after the last global recess the growth of productivity in global economy has been very modest as a whole. Estonian economy and that of other Central and Eastern European countries has not escaped that. Reasons are usually the languishing investments post crisis, low demand in world economy, and general instability dominant in the economic environment.

Labour Market

This report is a bird’s-eye view of the main challenges and development perspectives of the Estonian labour market in the context of major and emerging global trends. The purpose of the report is to demonstrate what the Estonian labour market could become in the next decades in combination of the factors affecting us the most and what are the most important decision points emerging from the development trajectories already today.
