Global Forces

The purpose of the foresight project that analyses the changes of global forces and their influence is to show the impact of global developments on Estonia and to create alternative development scenarios, focusing on the effects on Estonia. Aspects of technological competition as well as ownership and mobility of data play an increasing role in the possible reconfiguration of forces. Energy is important, as transition to low emission energy resources will significantly reshape the current division into energy exporting and importing countries.

National and Cross-Border Mobility in Estonia

The foresight project that analyses the national and cross-border mobility in Estonia observes different trends and developments in the location and mobility of the residents, and the impact of these factors, also highlighting the political choices that come with different development scenarios. Among other things, the study asks whether daily commutes will continue to lengthen or whether the change of generations or changes in the nature of work will take us down a different path, where the new model of transport would require a more local approach.

Future Health Care

Research into future health care approaches health care from the consumer-oriented point of view, asking which political choices in health care would completely change the results for the consumers. Which alternative futures could take shape for the general public, and what would these mean for the accessibility of services, quality, or financing from the point of view of an individual? The research starts with individuals, spanning out to also include the impact of different scenarios to the system level.

Impact of COVID-19

The purpose of the study is to provide a quick assessment of the current events and the impending changes. The research focuses mostly on identifying the economic impact and future outlooks, including the possible changes in Estonia’s economic structure and competitive position compared to other countries.

Future of Business Environment

The central aim of the future of business environment research is to clarify the impact of different European and global trends on the business environment of Estonia. The study also looks at how the concept of competitive business environment will change in the future – which factors will disappear and which will gain importance? The business environment study will be completed in 2021.

Shipping and Maritime Economy

The international shipping and maritime economy foresight project is connected to the amendments package that will enter into force soon and will attract more ships under the Estonian flag. Mapping the development trends in international shipping and analysing their interaction will give us a new angle on the competitive position and advantages of Estonia as an attractive flag state.

Values as Human Resource

The human resources research path focuses on the “broad approach” of assessing the quality of human resources, that is, the attitudes, values, and well-being of the people. It is a meta-analysis where developments are interrelated to the scenarios that have already been created or are being created.

Scenarios of Future Well-Being of the Elderly 2050

The foresight project analysing the financial well-being of the future elderly brings together the existing studies and, as a result, the scenarios for funding old age will be developed. Besides that, significant developments and decision points, and their impact, will also be discussed.

Scenarios of Regional Economy in Estonia 2035

The central objective of the regional economy research path is to identify the regional economic development scenarios in Estonia. The end result of the research will be alternative scenarios in the perspective of 2035.

Governance 2030

The Foresight Centre is suggesting five scenarios for governance and e-Estonia to broaden public the debate and identify important decision making opportunities when directing the future of Estonia. The scenarios highlight the pros and cons of different choices and focus on the crucial dilemmas.

Productivity Scenarios 2035

The decreasing growth rate of productivity has been noticed in the USA and several Western European countries ever since the 1960’s, but after the last global recess the growth of productivity in global economy has been very modest as a whole. Estonian economy and that of other Central and Eastern European countries has not escaped that. Reasons are usually the languishing investments post crisis, low demand in world economy, and general instability dominant in the economic environment.

Labour Market 2035

This report is a bird’s-eye view of the main challenges and development perspectives of the Estonian labour market in the context of major and emerging global trends. The purpose of the report is to demonstrate what the Estonian labour market could become in the next decades in combination of the factors affecting us the most and what are the most important decision points emerging from the development trajectories already today.
