The Legal Affairs Committee of the Riigikogu (Parliament of Estonia) decided to send the Registered Partnership Act Implementation Bill to the second reading at the 26 January sitting of the Riigikogu. If the second reading is concluded, the third reading of the Bill, or the final vote, will take place on 28 January.

In total, 356 motions to amend the Bill were submitted. The Legal Affairs Committee discussed these motions to amend at its today’s sitting, and will continue their discussion at tomorrow’s sitting and, if necessary, also on Thursday.

The purpose of the Registered Partnership Act Implementation Bill (114 SE), initiated by 38 members of the Riigikogu, is to adopt the provisions that will create legal clarity for the implementation of the Registered Partnership Act which will enter into force on 1 January 2016. Pursuant to the Bill, more than 80 Acts will have to be amended.

The implementing provisions are necessary, for example, in order that registered partnerships could be entered in the state register, and the partner’s maintenance obligation and right of succession could be determined.
