The Bill on Amendments to the Parental Benefits Act, the State Family Benefits Act and the Employment Contracts Act (274 SE), initiated by the Social Democratic Party Faction, which was intended to amend the Parental Benefits Act such that, in the event of a multiple birth of twins, triplets or more children, the right to receive the parental benefit would arise for both parents, was at the first reading in the Riigikogu. The Social Affairs Committee moved to reject the Bill at the first reading; 44 members of the Riigikogu voted in favour and 26 voted against. The Bill was dropped from the legislative proceeding.
